MY TAKE:
I stumbled on this product when I found out that I was in dire need of eye cream as my old one was running low. I went to CVS armed with a $5 off coupon. I found out that this particular eye cream was on sale ($2 off the retail price), plus my $5 off coupon, which pegged my savings at $7. It was a pretty good deal, considering that the price for this cream is $21, a little too steep for a drugstore product. I was already leaning towards buying it because I liked the idea of having an eye cream and a concealer in one, and the amazing deal was the icing on the cake.

Full review after the jump

I applied it on my undereye area using my ring finger using soft but quick patting strokes, and I liked the fact that it blended very well in my skin. The consistency is on the thin side, so I really didn't expect it to cake around that area, and true enough, it didn't. It really didn't conceal as much as regular concealers, which I also expected, given that it is mainly an eye cream with only a TOUCH of concealer (hence the name), so I had to apply my regular stick or cake concealer to the area, topped with my mineral undereye concealer.

Upside: I like the fact that it blended well into my undereye area. The formula is smooth and didn't cake around the eyes. It also didn't give the "reverse-raccoon" eye effect - when your undereye concealer looks freakishly too light compared to the rest of the face, which is remarkable because I believe this only comes in one shade. I like the light consistency because it prevents settling into fine lines. It is also a nice primer for my stick and mineral concealers.

Downside: I really didn't see a remarkable improvement on my eye area; I still have dark undereyes and it has not diminished this condition one bit. I guess the concealer does brighten the undereye area, but the eye cream I believe just acts as a moisturizer to keep the skin soft and supple, but does not really improve the undereye area after you've taken off the product from your skin.

All in all, I believe the Touch of Concealer Eye Regenerating Cream is a pretty decent product, and I will continue to buy it, just because it (1) moisturizes and keeps the area soft and supple, and (2) conceals the dark circles and brightens the undereye area because of the concealer factor. Just don't expect miracles on the undereye area - I don't see any changes in the puffiness or darkness of the eye area. Other than that, I like it - an eye cream and concealer in one is always a plus in my book.
